What decides the price of a French Valley job
Hard water and the setting of your heater often matter more than the part itself.
Scale on the existing parts
Heavily scaled fittings take longer to remove and may break.
Where the heater sits
Garage floors are easy. Attics need a pan, a drain line and more work to reach.
Equipment size and fuel
Bigger tanks, tankless units and gas or electric choices change the parts.
Reach and access
Visible pipes are quick. Lines in walls or slabs are not.
Condition of nearby parts
In a newer home, a failing regulator or valve may sit right next to the part you called about.

About 16 grains, from EMWD’s own reports
EMWD’s 2021 report places French Valley in the Skinner Service Area. The Skinner Filtration Plant, owned and run by the Metropolitan Water District, treats imported Colorado River and State Water Project water and averaged about 15.7 grains per gallon in 2021 and about 15.9 in 2022, which EMWD calls hard. The 2022 report lists French Valley as served without tying it to a source, and the newest reports could not be read, so treat 16 as a recent reference and check your own EMWD report.
That is about twice the 7 or so grains reported for some other EMWD sources. The effect is easy to see: scale forms quickly on anything that touches hot water. A water softener is the standard answer, and the hard water guide explains how to size and judge one.
| Where scale shows up | What it does | What to try |
|---|---|---|
| Water heater | Coats the elements and bottom of the tank | Flush or replace, then treat the water |
| Faucets and showers | Narrow aerators, crust spouts | Soak in vinegar, treat the water |
| Glass shower doors | White film that does not wipe off | Squeegee after use |
| Dishwasher and washer | Scale on heating parts and screens | Clean screens, treat the water |
| Tankless heater | Scale clogs the heat exchanger | Plan on descaling visits |
Check the report.
EMWD publishes a yearly water quality report. Neighbors near the Temecula side may see different blends, so look at the one for your own address before choosing treatment.
County rules, not a city’s
French Valley is not in a city
French Valley is a census-designated place in Riverside County, not an incorporated city. The practical effect is that building rules come from the County. The County publishes its own water heater guidance, and it is the one to read for a heater in French Valley.
Riverside County’s water heater guidance lists technical requirements for water heaters, which are worth knowing before you price a job: straps in the upper and lower thirds of the tank, the lower strap at least 4 inches above the controls, R-4 insulation on the first 5 feet of hot pipe, and for attics and floor assemblies a corrosion-resistant watertight pan with a drain of at least three-quarters of an inch to the outside. A relief drain should end 6 inches to 2 feet above ground. Ask your installer how each is handled.
- StrapsUpper and lower thirds, lower one at least 4 inches above the controls.
- Pipe insulationR-4 on the first 5 feet of hot pipe.
- Pan and drainFor attic or floor-level installs, a watertight pan with a drain to the outside.
- Relief drainGalvanized steel, hard-drawn copper or CPVC, ending 6 inches to 2 feet above ground.
- State bracing lawCalifornia requires new and replacement heaters of 120 gallons or less to be braced or strapped.
Planning a heater replacement
Settle the equipment and the location first, because an attic or garage install changes the pan, the drain and the straps. Walk the plumber to the spot and point out the gas line or electrical supply. Our water heater replacement page and tankless versus tank guide help you pick the equipment before you call.

Newer homes have their own problems
Growth, owners and what it changes
The census counted 35,280 people in French Valley in 2020, up 52.9 percent from 2010, and about 86 percent of occupied homes are owner-occupied. This is a growing area with a lot of recent building. Newer does not mean trouble-free. Pressure regulators, water heaters and irrigation systems begin to show their age and the effects of very hard water within a few years.
Three patterns show up in newer neighborhoods: scale shortening the life of a water heater, fixtures with decorative finishes that suffer under hard water, and drains blocked by wipes or grease. See how long water heaters last and how to unclog a drain.
| Pattern | Why it happens | Page |
|---|---|---|
| Heater fails early | Scale and heavy use | Water heater repair |
| Finishes pit and fade | Minerals bond to the surface | Faucet repair |
| Regulators fail | Moving parts wear | Low water pressure |
| Drains clog | Wipes and grease | Drain cleaning |
EMWD sewer service and where you stand
A public sewer you may not see
EMWD provides wastewater service as part of its retail service to French Valley, and it treats wastewater at regional reclamation facilities including one in the Temecula Valley. EMWD’s sewer page does not address who owns the line from a house to the street, so ask EMWD. We will not guess.
For your own plumbing, clogged drain, sewer camera inspection and sewer line repair cover the stages from a slow fixture to a failed line. Ask about hydro jetting if a line keeps filling with grease.
| Signs | Probable place | Action |
|---|---|---|
| One sink slow | That fixture | Drain cleaning |
| Several drains slow | Shared line | Camera look |
| Sewage in the lowest fixture | Main line | Call now |
| Sewage outdoors at the cleanout | Lateral or main | Call now |
