Who runs the system

EMWD handles water and sewer in Perris

A 2024 change that still causes confusion

The Eastern Municipal Water District is the water and wastewater provider for Perris. In 2024 the City of Perris consolidated its Downtown Perris and North Perris water and sewer systems into EMWD, which began serving those customers on October 15, 2024. EMWD says it was already serving about 80 percent of the city. The consolidation affected more than 4,000 people.

If you live in one of those two areas, your water and sewer questions now go to EMWD, not to a city office. If you are not sure which agency bills you, the top of the bill is the answer. For plumbing, the practical point is simple: a problem in the public main or at the meter is EMWD’s, and a problem inside your property line is yours or your landlord’s.

The water itself

Perris water spans nearly the whole hardness scale

Seven sources inside one district

EMWD’s 2023 water quality report lists seven sources, with hardness expressed in grains per gallon. EMWD blends these across its service area, and the report does not tell which source serves which street. The range runs from about 5 grains to about 20 grains per gallon. In 2023, the Perris Valley wells, groundwater sitting at about 20 grains, supplied only about 3 percent of EMWD deliveries, while the Mills plant at about 4.7 supplied the largest share.

The takeaway is not a number. It is that the water at one Perris house can be very different from the water at another, and can change over time. A newer EMWD report may differ, so check emwd.org if you want the latest figures.

What a wide range does to a house

Because there is no single number, the symptoms are the better guide. White crust at the faucet, a grainy bottom in a drained tank and glass that comes out of the dishwasher spotted all say the water is on the harder side. A tank that runs clean and fixtures that stay clear say the opposite. Both can happen on different streets in the same town.

The hard water guide explains the effects. For treatment, read water softener installation, and for taste see water filtration. For hot-water problems, see water heater repair and the heater noise guide.

Signs by symptom
  • Faucet aerators crusty within monthsHarder end of the range.
  • Drained tank water is grittySediment is building. Flushing may help if the tank is not old.
  • Glassware spots after the dishwasherMinerals drying on the surface.
  • Everything stays clearYou may be on the softer end. Still worth watching.

Drains

Slow drains and backups in Perris homes

Reading the pattern

The pattern of a backup tells you where it starts. One fixture slow means a local problem. Several fixtures slow together means the problem is shared, and the lowest fixture in the house shows it first. Since EMWD runs the public sewer main, a blockage in the main is EMWD’s to clear, and a blockage inside your property is a plumbing job.

Start with the matching page: drain cleaning for one fixture, clogged drain for several, sewer camera inspection to see the line, hydro jetting for grease and roots and sewer line repair for a damaged pipe. The guide on unclogging a drain helps with the first steps.

Backflow and the city

What Perris says about backflow devices

Homes versus businesses

The City of Perris backflow page says single-family residences are not generally required to have a backflow device. It also says that the State of California requires installed devices to be tested for proper operation every year, and that the city notifies owners annually with a list of testers. If you have an irrigation system, a fire line or a business, a device may be involved.

If you received a notice, call and mention it. Our backflow testing page explains the test and commercial plumbing covers business sites. For a rule on your specific property, ask the city’s public works staff.

Water heaters

Strapping and signs of a failing tank

What to do before a heater job

California requires new and replacement water heaters up to 120 gallons to be braced, anchored or strapped, and a seller must certify compliance. Ask the installer to show you the straps once the new tank is set.

Common signs of a failing tank include rust-colored hot water, drips at the base and a relief valve that discharges. Tanks coated in scale lose efficiency and often fail earlier. For choices read repair versus replacement, how long heaters last and tankless versus tank. Service pages are water heater replacement and tankless water heater.

Questions

Plumbing questions from Perris

Who provides water and sewer in Perris?
EMWD. In 2024 the City of Perris moved its Downtown and North Perris water and sewer systems to EMWD, which began serving those customers on October 15, 2024. EMWD already served about 80 percent of the city.
How hard is Perris water?
It varies by source. EMWD’s 2023 report shows averages from about 4.7 grains per gallon to about 20, depending on the plant or well. The report does not match sources to streets, so judge by the scale on your fixtures.
Does the city or EMWD handle a blocked sewer main?
EMWD provides wastewater service in Perris, including for the former city customers. A blockage in the public main is EMWD’s concern. A blockage inside your property is a plumbing job. EMWD can tell you where its responsibility ends.
Do single-family homes in Perris need a backflow device?
The City of Perris says single-family residences are not generally required to have one. If you do have a device, the state requires annual testing. Ask the city about your property.
How do I tell a Perris water heater is failing?
Rust-colored hot water, drips at the base and a relief valve that discharges are the common signs. Tanks coated in scale lose efficiency and often fail earlier. State law also requires bracing or strapping for new and replacement heaters up to 120 gallons, so check the straps on any replacement.
What affects the cost of a Perris plumbing job?
The type of work, the water quality at the house, how easy the pipe is to reach and what the first look finds. Describe the problem and ask about pricing. No figures appear on this page.
Can you tell me a price over the phone?
Ask about pricing when you call. A firm answer depends on the equipment and the location of the fault, so have the symptom, the model and the address ready.
Is a plumber in Perris available the same day?
Same-day service is available. Leaks and backups go to the front. Give your address and the problem, and you will be told what is possible that day.
A pipe has burst. What now?
Close the main water valve, open a low tap to drain the lines, switch off power to wet areas if it is safe and call. The guide on what to do when a pipe bursts has the details.
My bill changed to EMWD. Does that affect my plumbing?
Not the pipes inside your home. It does change who you contact about the meter and the public main. For anything inside the property line, call a plumber.
Do you have an office in Perris?
No. We cover Perris, and calls from Perris are taken on the same number as every other call. Give your address and the visit is arranged from there.
There is a gas smell. What should I do?
Leave right away, with the door open if you can. Do not use switches, lighters or phones inside. Call from outside once you are away from the building.
