What decides the price of water heater work
Heater jobs run from a single small part to an entire new unit, which is why no single figure would be honest. Five factors decide where a job lands.
Repair or replacement
A new heating element or thermostat is a small job next to a new tank. Which one you need is the biggest single driver of price.
Tank or tankless
A tankless unit costs more to buy and install than a standard tank, and it can need different gas and venting work.
Gas or electric
Gas heaters involve venting, combustion air and a gas connection. Electric heaters need the right circuit and a suitable location.
Size and location
A larger tank costs more, and a heater in a tight closet or an attic takes more work than one in an open garage.
Code items
Earthquake strapping, a drain pan, a relief drain to the outside and pipe insulation can all be part of a replacement. See the rules section below.
Have this ready for the call

How a tank water heater works
A standard tank heater is an insulated steel tank holding 30 to 80 gallons. Cold water enters through a dip tube and sinks to the bottom, where a gas burner or electric elements warm it. A thermostat tells the heater when to fire. Hot water leaves from the top, because hot water rises.
Two parts protect the tank. The anode rod corrodes in place of the steel, and the temperature and pressure relief valve opens if the tank gets too hot or the pressure climbs. A relief valve that drips, or an anode rod that has worn away, are common reasons for a service call. Almost every symptom traces back to one of these parts, or to the scale that settles around them.
Scale and sediment from hard water
Lake Elsinore’s water is hard. EVMWD blends imported water (about 65% of supply in fiscal year 2022), local groundwater (about 25%) and Canyon Lake water (about 10%). In the 2018 report, hardness ranged from about 92 ppm for State Project water to about 228 ppm for Colorado River water and about 250 ppm for Canyon Lake. At 17.1 ppm per grain per gallon, most sources come to roughly 12 to 15 grains per gallon.
When hard water is heated, minerals come out and settle. In a gas heater they pile up at the bottom of the tank, between flame and water. In an electric heater they coat the elements. Either way the heater works harder for the same water: less hot water, higher energy use, and eventually a failed element or an overheated tank bottom.
Why the symptoms differ
No hot water or lukewarm water. On an electric heater, the usual causes are a tripped breaker, a failed element or a bad thermostat. A heater with two elements can lose one and keep making lukewarm water, which is why the symptom is “runs out fast” and not “no hot water”. On a gas heater, check whether the pilot is lit. A pilot that will not stay lit often points to a worn thermocouple or a dirty pilot assembly.
Popping, rumbling and hissing. Almost always sediment. Water gets trapped beneath a layer of scale and boils. It is a warning, not an emergency. Our guide on why a water heater makes noise goes into more detail.
Rusty, cloudy or smelly hot water. Rust-colored hot water, when the cold water is clear, usually means the tank is corroding from inside. A sulfur smell only in hot water often comes from bacteria reacting with the anode rod.
Leaks. A drip at a fitting, the relief valve or the drain valve is often repairable. Water coming from the tank itself usually means the tank has failed.
- Electric: the breakerReset it once. If it trips again, stop and call.
- Gas: the valve and pilotDo not keep relighting a pilot that will not stay lit.
- Temperature settingA dial that was bumped down can look like a failure.
- Other tapsIf only one fixture is cold, the problem is at that fixture.
- The labelNote the brand, model and age on the side of the tank.
Which one is it?
This is the question behind most calls for water heater repair in Lake Elsinore. Age matters too. A standard tank heater commonly lasts somewhere around 8 to 12 years, and a tankless unit commonly lasts longer, though hard water can shorten either. A common rule of thumb is that when a repair costs a large share of a new heater and the unit is already past the middle of its expected life, replacement is the better choice.
| What you see | What it often means | Usual direction |
|---|---|---|
| No hot water, electric heater | Tripped breaker, failed element or thermostat | Repair |
| No hot water, gas heater | Pilot, thermocouple or gas control problem | Repair |
| Lukewarm or runs out fast | Sediment or a failed lower element | Repair or flush |
| Popping or rumbling | Scale at the bottom of the tank | Flush, or replace if old |
| Drip at a valve or fitting | Worn valve or loose connection | Repair |
| Water coming from the tank | Tank has corroded through | Replace |
| Rusty hot water, old unit | Tank corroding from inside | Replace |

California water heater rules
California water heater rules
A replacement is not just swapping one tank for another. California Health and Safety Code section 19211 requires water heaters to be braced, anchored or strapped to resist falling or horizontal movement in an earthquake. It covers new and replacement heaters, applies to standard units up to 120 gallons where a pre-engineered kit is available, and requires a seller to certify that the heater is braced.
The Riverside County handout describes straps in the upper and lower third of the tank with at least four inches left between the lower strap and the controls, a pressure relief drain that runs to the outside, insulation on the first five feet of hot water piping, and a corrosion-resistant drain pan when the heater is in an attic or above living space. It also covers venting and combustion air for gas heaters. Ask the plumber to confirm the venting and combustion air for a gas heater before the visit ends.
- StrapsUpper and lower third of the tank, four inches clear of the controls.
- Relief drainApproved material, runs to the outside of the building.
- Hot pipe insulationFirst five feet of hot water piping.
- Drain panWhen the heater is in an attic or above living space.
- Gas heatersVenting, combustion air and a pressure test on new gas piping.
Gas, electric and tankless compared
Gas heaters heat water quickly and recover fast after heavy use, but they need a gas connection, a vent and combustion air. A blocked vent is a safety problem, which is why gas heater work is a job for a plumber. Electric heaters have no flame and no exhaust, so they can go in more places, and the elements wear out one at a time. Tankless heaters do not store water, so they do not run out the way a tank does, but they need adequate gas supply and venting or a large electrical load.
| Gas tank | Electric tank | Tankless | |
|---|---|---|---|
| How it heats | Burner under the tank | Heating elements in the tank | Heats water as it flows |
| Needs | Gas line, vent, combustion air | A correctly sized circuit | Gas supply and venting, or a large electrical load |
| Typical wear point | Pilot, thermocouple, sediment | Elements, one at a time | Scale on the heat exchanger |
| Hard water effect | Scale between burner and water | Scale coats the elements | Needs periodic descaling |
| Common symptom | Rumbling, pilot that goes out | Lukewarm instead of cold | Fluctuating temperature |
Keeping a water heater running
Flush the tank
Draining some water from the bottom clears sediment. In hard water it matters more. Check the manual for the interval.
Check the anode rod
A worn rod lets the tank corrode. A plumber can inspect and replace it.
Keep the setting moderate
Many heaters ship at about 120 degrees. Higher settings add scale and scald risk.
Test the relief valve
Follow the manufacturer’s steps. Call if it drips or will not reseat.
Check the strapping
If the heater is not braced, add it. California law expects it.
Consider a softener
If scale keeps coming back, a water softener treats the cause.
If your water heater is leaking right now
Turn off the power
Breaker for electric, gas control to off for gas.
Close the cold supply valve
On the pipe at the top of the tank.
Keep the area clear
Mop up standing water and move stored items away.
Do not drain the tank
Unless a plumber tells you to. The water in it is hot.
Phone for help
Any hour works, and a same-day visit is possible.
If water is escaping and you cannot control it, shut off the main water valve. See how to shut off your main water valve.
Do not open the heater or its panels.
The burner compartment, the tank’s electrical panel and the relief valve are for a plumber alone. A gas odor near the unit means one thing: get out, then phone the gas utility or 911 well away from the house. The warning signs are listed in our gas leak guide.
